OPEC及其合作伙伴计划明年春季结束他们的减产计划，这已经比原先的预期推迟了9个月。然而，当前油价再度下跌，因为国际能源署(IEA)的数据显示，即使到2018年底，全球crude oil库存仍将供过于求。ESAI Energy LLC预测，消除供应过剩问题可能需要多年时间，绝非数月可以完成。
