　　IEA周二公布月报称，OPEC协议将在上半年造成石油供给短缺，如果OPECAnd nonOPEC国家遵守减产协议，油市将在上半年出现6010000 barrels/日短缺，但这是基于协议作出的预估，非“IEA预估”。
　　
　　IEA还指出，将等OPECAnd nonOPEC减产协议生效后，再行评估市场前景。减产协议为期六个月，我们应当给出协议执行的时间，然后再重新评估市场前景。如果取得成功，对于产油国来说意味着价格上涨、收入稳定；如果失败，则有可能进入第四年库存增长期，油价可能恢复下跌。
　　
　　IEA在报告中称，“这项协议的期限为六个月，我们应该让时间来证明该协议将得到实施，随后再对我们的市场前景展望作出重新评估。如果协议能成功执行，则将意味着在经历了艰难的两年以后，crude oil价格将得到巩固，产油国的收入稳定性将有所提高；而如果不能成功执行，可能导致原油价格重新下跌。”
　　
　　北京时间周三凌晨5:30American Petroleum Institute(API)公布的数据显示，上周美国原油库存意外增加，汽油库存和精炼油库存也录得增加。

Analysis of asphalt technical aspects:
　　
　　现货沥青四小时图来看，沥青开盘5044，开盘走低，目前交投于5044附近。短期小支撑4950一线。指标上看，布林带微微开口向上，K线目前运行于布林带中轨上方附近，附图MACD指标快慢线0轴上方死叉向下发散，绿色能量柱放量，KDJ三线向下发散。综合来看，就是当前而言，短期方向偏向于空头趋势，但是毕竟有减产协议作为油价的支撑，操作上张祥说金建议还是要谨慎去对待，还有就是关注晚上的EIA数据。投资有风险，入市需谨慎。
