FromOPECto9month27日提出了八年来的首份减产或冻产提议，以缓解全球供应过剩问题以来，油价已经上涨了约13%。该组织将于11month30日召开政策会议。市场对OPEC是否能达成令其14个成员国满意的协议存在疑虑，令油价震荡于每桶50Around the US dollar.

　　当油价从2014年高于100美元的价位跌至今年触及的约26美元，大部分OPEC成员国需要油价走高以修复经济创伤。伊朗等部分成员国倾向不减产。11month30日的会议上“预计我们会得到一些结果”，全球顶级石油交易商维多公司首席执行长Ian Taylor在伦敦的行业会议上称，“不确定结果是否好到能够在短期内使得油市实现重大再平衡”。

　　市场部分专业人士对油市持积极看法。全球石油库存第三季仅增加1,700Ten thousand barrels, to56.18Billion barrels, for2015年第四季以来的最小增幅。

　　在油市收市后，APIAnnouncement, as of10month14日该周，美国原油库存减少380Ten thousand barrels, to4.671亿桶。这一消息带动油价在盘后交易中大幅扩大涨幅，API的利多暗示EIA走出利好行情。
