伊朗与美国代表团将在调解方参与下，将于在卡塔尔举行间接谈判。此次间接谈判将重点讨论霍尔木兹海峡以及整体地区稳定问题。据悉，伊朗将在本周末前获得30亿美元被冻结资产。

伊朗外交部发言人巴加埃表示，伊朗与美国就最终协议展开谈判的时间和方式将于未来数日确定，相关谈判启动取决于伊美谅解备忘录有关条款的落实情况。

伊朗内部的权力斗争正威胁着美伊和平谈判，以伊朗总统佩泽希齐扬为首的文职领导人寻求解冻数十亿美元资产，而强硬派军方官员则力争控制霍尔木兹海峡。

尽管美国公开表示反对，伊朗和阿曼仍正推进对通过霍尔木兹海峡的船舶收取费用的计划。阿曼近期已向美国及其他西方盟友正式提交一项方案，要求航运公司支付服务费以使用该海峡。
