  有市场人士猜测，特朗普可能借此机会宣布进入国家紧急状况，为绕过国会拨款限制动用军事力量修建边境墙铺平道路。
特朗普一直表态称，支出法案必须包含他在南部边境修建隔离墙或围栏所需的50亿美元资金，否则他不会签署法案。
