世贸组织周一正式授权美国每年对价值约75亿美元自欧洲出口的商品加征关税，以报复欧洲政府对空客公司的非法援助。这是该贸易机构历史上规模最大的裁决，也标志着美国对欧洲商品实施报复关税的最后程序性障碍被消除了，美国计划于10month18日开始实施。美国与欧洲同为全球最重要的经济体之一，关税纠纷的任何扩大都可能威胁到脆弱的全球经济。
此外，中国周一公布的进出口数据不及预期，数据显示，9月进出口总值2.78万亿元人民币，下降3.3%;其中，出口1.53万亿元，下降0.7%;Import1.25万亿元，下降6.2%。贸易数据疲软，令投资者担忧全球需求。
最近土耳其在叙利亚边境的军事行动导致美国重新对土耳其实施制裁。美国财政部长姆努钦和副总统彭斯周一在白宫宣布，美国总统特朗普签署行政命令，正式对土耳其实施制裁。彭斯表示，总统下令提高对土耳其的钢铁关税(to50%)，并立即取消了与土耳其的官员1000亿美元贸易协议谈判。同时，美国正式对涉及入侵叙利亚北部的土耳其政府部分官员和机构实施制裁。姆努钦指出，美国现已制裁了三名土耳其部长以及土耳其国防部和能源部。彭斯声称，对土耳其的制裁只是一个开始，如果土耳其不同意停火，制裁将继续。
与此同时，沙特能源部长周一表示，石油市场还不稳定，仍存在波动。尽管这位部长表示，他们将把自愿减产幅度扩大至每天约40万桶，但原油价格仍难以实现有意义的反弹。沙特能源部长还称，到11月底，该国将把产能削减至每日1200万桶。如果需要，我们有时间在12月会议之前对OPEC+协议的细节进行审查。
由于美国周一恰逢哥伦布日放假，美国APIandEIA每周原油库存报告均推迟一天公布。

美元指数周一跳空高开十几点后总体上维持在98.327-98.493区间内窄幅波动，因市场对贸易前景的乐观情绪消退，且投资者对英国脱欧谈判迂回曲折的进展感到不安，以及美国制裁土耳其刺激了美元的避险需求，但日本、加拿大和美国恰逢节假日，整体交易清淡，令美元指数波幅有限。
本交易日，圣路易斯联储主席布拉德、亚特兰大联储主席博斯蒂克、堪萨斯城联储主席乔治以及旧金山联储主席戴利将在不同场合发表讲话。值得注意的是，美联储的“大鸽派代表”布拉德曾多次公开支持美联储降息50Basis points;而乔治则多次投票反对降息。
