　　美国在11月选举日之前达成刺激方案的希望在周二趋于黯淡，众议院议长佩洛西要求白宫修改最新提案，而参议院共和党领袖麦康奈尔计划推动对一个更小规模方案进行投票，这种策略正是民主党多次提出反对的。麦康奈尔计划下周只对补充小企业薪酬保护计划(PPP)资金这一项措施进行投票，这甚至引起了总统特朗普的反对。消息人士透露，目前麦康奈尔的方案不可能成功。
