花旗银行表示，OPEC+组织仍维持遏制原油供应的努力，美国页岩油产量近期出现下降，今年四季度布伦特原油期货平均目标在48dollar/Barrel,2021年四季度平均目标在61dollar/桶。相对看好2022年原油市场，原因是OPEC+组织在遵守减产协议方面做得较好，一些原油生产项目得以推迟，全球原油产量出现下降。
美国原油产量上升预期，也牵制了油价的上涨步伐。达拉斯联储对美国最大的石油和天然气生产企业高管进行的一项调查后发现，超过一半此前决定减产的高管预计，他们有望在7月底恢复部分产能。
在供应量下降的同时，沙特等国还进一步上调了原油售价。沙特阿美对亚洲客户的7月阿拉伯轻质原油官方售价较阿曼/迪拜原油每桶上涨0.20美元，伊拉克也上调面向所有买家的7月原油官方售价。
当前，欧佩克产油国石油产量的下降和定价的不确定性，开始促使亚洲买家考虑西非原油和美国原油。特别是在过去几个月里，太平洋地区运费有所下降。相对稳定的供应与低廉的运输成本为美国原油提供了新的商机。
