全球供应下降的速度比人们想象的要快。市场供需失衡，委内瑞拉石油供应持续减少带来了影响，OPEC的减产也发挥了作用。然而，俄罗斯是否愿意坚持OPEC主导的减产和美国产量增加的预期，令油价上行空间受限。俄罗斯天然气巨头俄罗斯天然气工业石油公司(Gazprom Neft)高官周二表示，俄罗斯与欧佩克的合作应当以协同的形式继续延续下去，必要时应当削减或者增加产量，计划2019Annual increase1.5%的产量，此为适应欧佩克+协议作出的调整。在公司长期投资计划中，公司假设原油平均价格为50dollar/Bucket.
在其他与石油有关的新闻面上，尼日利亚石油部长当天早些时候对记者说，尼日利亚计划从6月开始将石油日产量增加7.5万桶。此外，路透社援引一些石油消息人士的话说，伊拉克4月至今每天从南部港口出口325Ten thousand barrels of oil.
白宫经济顾问库德洛(Larry Kudlow)周二在路透社发表言论称，本周将继续与中国进行贸易谈判，并说美国在与中国的谈判上继续取得“非常好的进展”。

美元指数周二震荡走低至76.845盘中低点后回升，触及97.053高点，因有关欧洲央行决策者鸽派立场的消息令欧元承压，间接提振了美元指数，此外美国国债收益率走高也为美元提供支持。不过美国3月工业生产意外下降，令美元指数上行空间有限，最终收于97.038Horizontal.
