周末路透社和华尔街日报等主要外媒援引熟悉谈判情况的消息人士话称，美国与中国似乎接近达成协议，美国针对至少两千亿美元中国制商品加征的关税有望撤回。不过，达成协议的时间和细节仍不清楚。虽然美中贸易协议可能不足以遏制欧洲和新兴市场商业活动的放缓，但必将减轻对经济增长的拖累。
俄罗斯能源部长诺瓦克周一表示，该国计划本月加快原油减产步伐，最快将在3月底达到与欧佩克协商的22.810000 barrels/日的减产幅度。俄罗斯是OPEC最大的非成员国盟友。
meanwhile,OPEC消息人士透露，OPEC及其盟友可能在6月决定新的产量政策，但主要取决于美国对OPEC成员国伊朗和委内瑞拉的制裁程度。
此外，有迹象表明，过去几年繁荣的美国页岩行业正在放缓，因寻找新储量的石油钻井平台数量上周削减至近九个月来的最低水平，一些石油生产商也在执行削减支出的计划。
