油价昨天上涨，创两年多来最大单日涨幅，同时，俄罗斯能源部长诺瓦克表示市场在2019年上半年将更加稳定，并建议OPEC及盟国合作支持市场。俄罗斯第一副总理舒瓦洛夫认为目前的状况不会持续很长时间，但即使持续，俄罗斯仍有充足的财政储备。舒瓦洛夫表示，“油价下跌几乎不会打扰我们，因为我们的预算基于42dollar/桶。价格可能会在一段时间内（六个月或一年）维持在40USD to50美元左右，因为美国生产商已经对部分产量进行了对冲。”
