Beijing Time11month29Early morning of1点，美联储主席鲍威尔在纽约经济俱乐部发表演讲时表示，美联储的基准利率“略低于”既不遏制经济增长又能有效控制物价的中性利率区间，其中用到了三个英文单词“just below neutral”。这引发了市场对加息周期可能进入尾声的猜测，大大增强了明年停止升息抑或是减少缩表规模的概率。这一措辞也与他10month3日的言论有较大出入，当时他提到，我们可能最终会暂时加息超过中性水平，目前距离中性利率水平还有很长一段距离。市场一度将此解读为更加激进紧缩货币政策的信号，也成为了美指续创新高的新动能。
在鲍威尔发言的前一天，美国总统第八次点名批评美联储的货币政策，总统表示，他对当初任命鲍威尔担任美联储主席的选择“一点都不满意”，认为美联储的做法大错特错。对任何一位总统来说，公开影响美联储政策独立性都是危险的举动，尤其是在当前的利率周期接近尾声、而非开始的时候，往往会引起市场的猜忌和巨震。最后证明鲍威尔在美国总统的高压嘴炮下认怂了，美元指数在其发言后累计跳水近80Point,gold短线出现了近13美元的拉升。
